There is an ordinance that allows San Antonio police to penetrate the city limits of about 10 neighboring municipalities in order to issue traffic citations, and vice versa. The officers are be able to travel up to 200 yards across the shared boundaries, and issue only Class C misdemeanor citations, punishable by fines.
The other cities involved are Castle Hills, Balcones Heights, Kirby, Live Oak, Olmos Park, Hollywood Park, Hill Country Village, Terrell Hills, China Grove and Windcrest.

Ordinance allowing SAPD, others to write tickets in...
And HOW could ANYONE overlook the infamous SELMA PD on such list??!?!?!?!?!?!

While there are a few details, in Texas, police do not really have "jurisdiction." The state grants police their powers and all police have similar powers, again with a few details. There are some traffic issues, but they are County in nature, not city. A BH cops is still a cop if he is walking on the streets in Dallas Texas (although he couldnt write you a ticket there). What the cops do have are policies from their agencies that dictate their actions, but that is not the same thing as the law.

In general, jurisdiction also has to do with what court you have to file the ticket in. There are some laws and agreements in place now that give some "fudge factor" on this (as a few people already pointed out)

The ultimate point is, based on your story, you were observed to be in violation of the law. Based on that, you were stopped. Upon further investigation, the cop decided you were in fact in violation of the law and issued a citation.

It is a fix it ticket. Fix it and move on.

And THIS is why you have a dashcam. Yuuuuuup!

Someone should calculate if it was in the 200-yard zone or not, though.

Having read all of the posts now, I also agree that registration should've been renewed. (Although that has NOTHING to do with safety and is about generating revenue instead, but that's a small enough piece of revenue that I barely care)

The fact that the ticket (& a fix-it ticket at that) was given isn't a problem. The problem is that the officer lied/fibbed/whatever about the location. Isn't an inaccuracy like that grounds for throwing the ticket (no matter the violation) out? Or is it at the discretion of the judge in the presiding court?

If something like that happens, dashcam video would definitely be helpful in getting the ticket thrown out!

WHY do you insist on deflection IF it is apparent (and even admitted) that the driver is at fault??? the ONLY issue here is WHO's account receives the funds for this violation....

Does the PD wrong negate the drivers wrong??? If there was a question about the ticket, why was it not brought up at the time the BH officer pulled over the offender??? All of a sudden he KNOWS he was not in BH???!?!?!? Seems that dragon should have been slain at the time the ticket was issued.

Here is a hypothetical and the gotcha.

Let's presume the citing officer was working traffic inside of Loop 410 on Fredericksburg and initiated a traffic stop on an outbound violator. The violator didn't stop until Oaklawn or in that vicinity. It sometimes takes a while-denial, hide the contraband, or just DWHUA before they realize they are being pulled over. After the stop, the officer turns around and parks in the median to finish his officer's notes on his copy of the citation--needed for the sworn complaint.... after all he writes presumably hundreds of tickets a year and must be able to recall specific details of this particular offense.

Along comes OP and our esteemed officer pulls in behind him. He runs the 28 (vehicle registration) on his MDT or with dispatch and by the time the information comes back, it is determined that the vehicle registration is in fact expired. He approaches Loop 410. OP already admitted that he drives Fred to Eastbound Loop 410 access... all within 1000 feet of our officer's city limits. Once he hits the overpass, he is fair game.

Get the registration renewed, go to court and present it to the judge and take whatever the court decides. Fighting this on technicalities is just going to make you old & bitter.
