I'm nearing the end of a 12-month lease at $655 per month. The apartment complex is offering me a variety of flexible lease terms for renewal, all at different monthly rates. An 8-month lease would be $681 a month, while a 12-month lease would be $704 and the 15-month would go for $731.

Is there some research source that will help me see estimated average rate increases in SA for the next 15 months? If the expected percentage of increase exceeds the percentage of these various rate increases, it would help me figure out which flexible terms would make the most financial sense....

There really is no way to predict rental rates in the coming months/days. Many apartment complexes have projections for starting leases on particular days, and others basically just shrug their shoulders and say "We don't know." Generally speaking, summer is the highest renewal rate because everyone is moving. While looking for apartments in Austin, one of the leasing agents said the best time to renew/lease is super bowl weekend.
