Is the part of Kyle Seale that starts on Hausman and goes through the UTSA complex going to be open to the general public or only open for events?

It's always closed off.

It only opens for events. If it does open to the public it probably wont be until late 2017. Found this info on Nextdoor:

I asked Ray Garza District Director at Council District 8. .
This project is part of the upcoming 2017 Bond process.
For additional info please contact Council District 8 or TCI .
Kyle Seale Pkwy (Loop 1604 to Hausman Rd)
Project Background:
 Not currently funded
 Continuation of agreements with UTSA
 Expands existing Kyle Seale Pkwy to four lanes (two lanes in each direction)
 Concrete pavement
 Curbs/sidewalks
 Includes raised, grassy center median
 Allows for the conversion of the roadway to public right-of-way
 Connects Loop 1604 to Hausman Rd
