I think he ment- untill they have the interchange up so that it would ease traffic congestion untill then. Besides, there already is a light up, but for whatever reason, it only goes one way (South bound 1604 to Eastbound 151), instead of it being two ways, where the other side can also turn left into ARP at the same intersection...

There's only a signal on the northbound side because when the intersection was built, there was no Alamo Ranch Pkwy, so there was no need to have a signal stopping southbound traffic. That little street connecting Alamo Ranch Pkwy to 1604 was built as a temporary solution ~2 years ago to provide access until the underpass from 151 is built. That was originally planned for 2006, so the thought process was why spend the resources to put in a new signal, turn lanes, and reconfigure the intersection if they were just going to have to tear it out in a year or so, especially when there are other reasonable options to handle the (then) relatively light demand to make a left turn there.

No traffic lights on 1604
If there were no left turns on 1604, it would flow a lot smoother. If every intersecting road would only turn right onto 1604, then they could catch the next turnaround if they wanted to go the other direction.
If 1604 had no left turn onto 151, everyone would simple go down to Wiseman and catch the turnaround. I've noticed the Wiseman turnaround has recently had a large increase in use.
This would end up saving a tremendous amount of money and the traffic flow on 1604 would be quicker from Braun through 151. TxDOT would have to increase the turnaround ramps to hold a lot more vehciles (starting with Culebra!) and yes, vehicles would have to 'backtrack' up to 1/2 mile.
Estimates for a single interchange/bridge at the 151/1604 is being estimated at $17 million. An extra or two turnaround and turnaround ramp/lanes could be built for a fraction of that money. The Alamo ranch 'exit' would have to be 'more permament' than the single curved lane that existes now.

Extending the turn around at Culebra so that you could catch it as soon as you exit off 1604 would be the easiest to do to help probably to help alleviate the problem.

parking in street
do you know who i can contact about people parking in the street in front of their homes? In pulte, it is against the CC&R's and no one seems to be following it. Plus it makes it VERY difficult to see if children are playing. If not corrected, this could lead to unfortunate accidents. Please help

I don't think that would be new light at all, there is already a light at that intersection.  Instead of attacking the poster, why not be constructive and give us some solutions. You sound well versed in this topic.

Well, but you have to remember that ARP is the future 151 (when the highway gets extended to 211), so they're going to have to build the underpass and interchange anyway

Do you have a home owner's association? (HOA) Otherwise, parking in the street is not illegal in most circumstances.
