San Antonio, following lots of other cities, banned seal coat effective 1-2017 if I remember correctly.

I was on a lot in the city a couple weeks ago that had been recently done and today the Walmart 1604-281 is having theirs done in sections.

Nasty stinky stuff.
Looks like the new city regulation forgot to put someone in charge of enforcement.

Call 311 and tell them about it. There's surely no reward for the tip, but it'll likely result in a city truck going out there to speak to the manager.

I'm thinking its like the city parking regulatory folks who at the insistence of a TV station, a few months ago, went around and measured the sizes of the parking spaces of the downtown city surface lots. The city specifies minimum sizes which are mostly ignored.

Further they went after those lots who were putting boots on cars that stayed too long. They run fast clocks.

Of course the regulatory guys can't just pop out of their offices only once or twice a year and expect these measurements to stay within bounds.

Can anything be used in place of seal coat for the lots? If there isn't much of an alternative that is more environmentally friendly, then enforcement is going to be tough for now.

The City did not ban asphalt seal coatings. They only banned the environmentally unfriendly coal tar based coatings. There are many other types from solvent based to latex based that are used in our City.

Did that ban also include tar and gravel roofs? The stuff they use for those kind of roofs is really nasty.

I used to own part of a company that made enviro safe asphalt and tar roof refreshers.

Marketing it went well for nature walking paths and some other relatively small applications near water supplies.

We did a lot of jobs on San Antonio commercial roofs.

Couple of towns adopted it for their cities asphalt roads but most city / state contracts go to the big money political contributor road companies that use the common products.

I sold my interest in the company years ago but they are still getting small jobs (after way too much sales effort).

No, the Type 4 asphalt used on flat roofs is not coal tar based. Coal tar is a by-product when they take coal and turn it into coke. The solvent based asphalts are made from the distillation of crude oil. They're not even close to the same thing.
