Can anyone explain why the state road dept. laid hundreds of thousands of bricks under the new overpass between Evers and Callaghan when concrete would have cost only a fraction to fill in the area? I thought the dept of Transp. was strapped for money so why do the high dollar cosmetics?

I remember some time last year, they were 'beautifying' road areas with trees, in the middle of water restrictions. They had crews out almost every day watering the trees to make sure they didn't die. It was on Troubleshooters, I believe.

Sometimes I wonder....how are some of these decisions made? I understand if something was purchased some time ago, for delivery in whatever month...but can they not foresee the annual drying up we get every year?

In my neighborhood, they came and dug up road, laid some tar and gravel and left. We don't even have a paved road anymore. But in other places they are laying pretty brick???
The little tar caked rocks hit against our cars and they roll up into our driveways, leaving black marks behind. ):

Maybe TxDOT does this to ensure it spends its budget down to zero? With no money left over at the end of each year, the case for toll roads is so much easier to make.

Cause it is pretty. We know we can't be a high class city if we cheap out on the cosmetics.
