Which part of town is all this taking place? I'm moving to SA in a couple months and don't want to end up as a neighbor to these creeps.

Any "unwanted" letter can be loosely fitted into the "harassment" clause depends on how voracious your DA is. As for doing the "right way" by using politicians in doing their jobs, to right a wrong, I would trust them as far as I could throw them. I've been in the legal field long enough to know that the person playing by the rules is the last one to get justice.
Here's what you should do. And do it "legally" through public records. Find out as much as you can about these people. NEVER CONFRONT THEM. Never tell a soul what you are doing. When you have tons of "legitimate dirt out of their closet."

THEN and only then send the information to your STATE Attorney General. Local DAs and local politicians might be in this person pocket. He may have relatives in local government as public servants.....numerous things going for him on the local level that can trip you up at every turn. Rather than spend $$$$$ on litigations. Spend $$$$ on a good PI from another town who knows, where and how to look for information LEGITIMATELY. Then send it to the STATE!!!!!!!Good luck.

HOAs?!!!!!!!!!!!!!! I just re-read..to see if I missed anything. Next to the mortgage scandals, HOAs are the next on the list. FIND out what is being done with YOUR "monthly dues." Definitley monitor that. SURREPTITIOUSLY...via the PI. THAT might kill two birds with one stone, if your hOA board is not above board. It certainly don't sound like they are if they are not taking care of "Quality of Life" issues.

HOAs are inherently....because they are under loose state/local "laws"....are ripe for 'rip off pickins" and abuses via "contractors"..............find out who/what has been contracted to take care of "quality of life issues.".....lot of corruptions in that arena via overcharges.
