I read in the san antonio biz journal about a year ago that they were plans to make some high-rise living on top of top of the Dillard's Building?!?!?!?!?

That is not correct. The proposal, originally concieved in 2000, was to turn the upper, unoccupied floors of the building into condominiums. Dillard's only occupies approximately 130,000sf of the 550,000sf building. There is also a basement level, which is vacant, as well.

So eventually, this large locale became a Dave & Busters, an H&M clothing store and what else?

I took my kids to the D&B while I was in San Antonio over the holidays and business seems to be good for them, it is something fun for tourists younger than 21 to do in the downtown area.
