why do people stay. bek of looting. even if the cops do manadatory evacuation, when you get back stuff is gone.

That's what insurance is for. Your life for a TV? C'mon, be serious. When a hurricane is coming, there is always plenty of time to get out of town and take your most valued possessions with you.
