It may be a little while before 24AF/CyberCommand stands up as the environmental impact study still has yet to be accomplished (expected this summer) before the final decision is made (although there should be no reason why SA won't get it).
As for goverment civilian IT salaries, I recommend using USAJobs.com to figure out what is the norm salary range for this area as 24AF/CyberCommand won't be paying any more than AFISRA, NSA, etc.
For contracting jobs, you would have to try the major companies that are already employed in the organizations that will fall under 24AF/CyberCommand when it is activated. You could also try ClearanceJobs.com.
Finally, be sure that you are eligible for a security clearance, as without one you won't get inside the wire. You can find more info
