What distance should a wooden privacy fence be from the property line here in SA? I checked the city ordinances, but I couldn't find answer.

It needs to be ON the property line. If you look at your survey, the fence needs to exactly follow the property lines set out there, with allowances made for utility easements or setbacks.

If your fence is outside the property line, then you have encroached on someone else's property, and you can get in big trouble. If it's inside the property line, you have in fact given up that piece of property to your neighbor, and through adverse possession they can, after a statutorily determined period of time, legally claim it as part of their property.

You will need a permit for a fence. Call the building inspector to obtain the permit, confirm required location of the fence along with rules they may have for fencing, Max height etc.
