I think you are right about the subset of the jobs amounts stated are going to be more distributed about. Since most of those out in Calif won't be traveling to SA or anywhere about I doubt that the full count of 'new' jobs anywhere will be close to 1000 combined.
It is a numbers game. My company did the same thing. Closing an office down losing so many folk there, creating new job in another state making it all sound great. But in the end the office that closed those people are out jobs in a couple of months, the new jobs being created will happen over the next two years.
I find the corporate numbers game interesting and I hated math.

What is the base salary at USAA? How much (Approx.) could someone with 3-4 years professional experience (data operations, comparison shopping website) and an Associates Degree only make? I just want to know if we are looking at $8.50 an hour or maybe 30,000 salary..

you would be best to check with USAA themselves. I would think that they would pay well above min wage. I know my employment tried to pay at leat a dollar above min and it is no where near that expertise needed. USAA has several divisions, banking, insurance, computer, etc. I would hit thier website and see what they might be looking for and get in the door.
