Would a small business owner be spurred into action by cc'ing or telling them the BBB has been contacted? What else is there?
I could just tell them I'd bad-mouth them on CD, maybe that would work!

I contacted the BBB about my complaint and the business has yet to reply to their attempts at resolution. I'd like some two cents here about what my next step should be. Here's the skinny (without naming names!)
I contracted for apx $500 worth of services and was almost immediately unimpressed with the customer service. After two or three incidents I asked to speak to the manager (also the owner). For about a month I stopped in, called, emailed, and sent a letter to no avail. The manager/owner has remained absent. So I contacted the BBB in hopes of getting my concerns addressed. Still nothing. I still have the $500 worth of services available, but do not wish to use them (it's a matter of principle now!) but I don't want to just toss the $$ away either.
What's next?

did you demand a refund? demand being the keyword there. It sounds like the time for being nice has passed, so now it's time to tell them you want your money back. If they refuse, tell them your next move will be a legal one. That usually gets a quick resolution

After you make the demand, then tell the jerk that in addition to contacting BBB you will also contact the State Attorney General's office in Austin and you will also contact the local tv and radio stations. You will get the word out that he runs a poor business.
I had the same issue with a internet site that sold plants out of LA. He had a terrible record. After weeks of not getting through to him, and I tried to be nice, then I got mad and threatened him. He refunded my money but I will never use his business again.

Any suggestions would be greatly appreciated

John King Fisher is buried there and it is the hometown of one of the Vice Presidents under FDR, John Nance Garner. I think his home is open for display.
Back to King Fisher. He was an outlaw who became a deputy sheriff in Uvalde. He and Ben Thompson were killed in the Vaudeville Theatre, March 11, 1884. More on him: http://www.ccchaney.com/Damron/kingfisher.html In the 1950's the hiway department moved his grave for road construction. There was a glass plate on the casket over his face. They could see his face completely. He had so much alcohol in him that he was perfectly preserved. The people involved with the re-burial broke the glass and his face crumbled to ashes. It had been photographed by local newspaper. But I have never been able to find photograph, so this story may be just a legend.
Garner State Park is just north of Uvalde.

I'd LOVE to...but I have NEVER been able to reach anyone in "authority". Just the wage-earning front desk folks. I suppose I could type a letter and send it registered...but again, there's no guarantee the owner will get it. She's NEVER in the store. I did find out that I can use the services at another location in town...but again, it's the principle of the matter now and their customer service sucks at this one store.
Good ideas with the AG though...and I am SO tempted to call them out here! Maybe my last few days in town since CD isn't popular where I'm going and I'd be banned for TOS violation!

Threaten them with the Texas Deceptive Trade Practices Act. That usually works.

Interesting story about King Fisher. Thanks!!!
I found info about John Nance Garner but his house is closed for renovation and the display is at the bank temporarily .
I think we are going to cancel our reservations anyway. I found a tourney bracket last night and it looks like we play on Wednesday and not again until Sunday or Tuesday (depending on win or lose). So I'm not gonna spend 4th of July weekend in Uvalde afterall. Watch out Medina Lake!!

Are you going to launch and then keep the ski in the water while you are camped? Maybe we can help you out and put it in at TT. DM me if you are interested.
