Does anyone know of any new construction communities that are adding guest houses or above the garage apartments, something with a separate entrance 1 BR/1Ba with kitchen? Priced at $450K or under preferably? We are looking for a home into which we can also move my mother-in-law, but that would have a separate entrance. Just an in-law suite in my house wouldn't work.

I don't know any that are in the $450k range. Monticello Homes make what you are looking for but in my neighborhood they are stupid expensive and lowley ones like myself just get to walk their dogs in that end of the neighborhood. Exactamundo, in our neighbohood it'll run you in the $700k+. You might even consider buying some land and building 2 small houses on it. That may be the less expensive way to go.

Typically you're looking at custom for that, but that doesn't mean you have to go into a really high price range for that.

There are a lot of great areas that have older, but very well updated homes with existing guest houses. A lot of my buyers (yes, I'm a Realtor) are looking for homes with guest houses because they're exactly in your situation. I'm actually going to be getting a listing of a very nice home with one and I'm excited because I know it'll sell quickly.
