My area is all of those, but it's in the dreaded suburbs, so I won't even tell you where it's at. I'll get trounced on here.

Stick with Lavaca, Mahncke (however the hell you spell it ) Park, Woodlawn Lake area, King William, Olmos Park, Alamo Heights, Terrell Hills, Alta Vista, and Monte Vista.

My experience has been if there is a sidewalk, it is safe, walkable and pet friendly. Even the "rougher" areas of town have never given me any problem. If you feel comfortable in a neighborhood, then you should be fine. Your perception of safe vs not safe is subjective and more based on your attitude than the crime blotter.

If walkable means good sidewalks, be advised that many of the neighborhoods in San Antonio that were developed between WWII and the 1990s don't have sidewalks, particularly the residential streets.

Today I took my doggie to the Pooch Parade, which ran from the Alamo Heights Pool through the surrounding neighborhood, and that was a beautiful walk. La Jara Blvd. has a wildscape median with trees, creekbed, etc., and there are some flat streets and some hilly streets depending on how challenging a walk you want. The whole neighborhood was built in the early 1900s so there are no sidewalks, but cars drive slowly and it's totally residential... a nice, safe, beautiful place to walk.

On regular days, I walk my dog through Monte Vista... most streets have sidewalks, some don't (again, that early 1900s thing)... but cars tend to drive slowly, and it's great checking out the interesting architecture.

I've recently discovered a great group called San Antonio Nature Hounds that goes for weekly dog hikes in local parks. Very fun way to meet nice people (like C-D's rottnboys!), get some exercise, wear out your dog, and enjoy beautiful natural areas. The San Antonio Nature Hounds (San Antonio, TX) - Meetup.com

Afraid you can't walk around Monte Vista, SAPD is going to pull you over, ask your about your private business that they have no excuse to inquire about & frisk you, while possibly planting drugs on you to up their arrest quotas. Enjoy.

mahncke park, brackenridge park are great places to walk that are safe and relatively crime-free.
