I think you can call the fair housing board and make a complaint about the lax rules (more people living in a one bedroom than is allowed in the lease). I don't remember the name of the board off hand but its always posting in the leasing agreement one signs when leasing an apartment.

I don't care if they're illegal, legal, latino, white, black, whatever .... my only concern is that there are more people that are living in one small apartment, and that is illegal. It is a fire hazard, and the apartment manager should be fired b/c it is against the law and if he's collecting money on the side for allowing them to live there. There is a law/rule that states in a rental property there should be no more than 2 people per room.
