Hi guys how you doing all ? I have a question about my parents situation regarding taxes , they don't have income right now so what should they do and with whom they should contact to be in the safe side and legal situation ? any help and suggestions would be highly appreciated .

Sounds like you need a lawyer. You give no information about what kind of taxes your dealing with. Get a tax lawyer.

Thank you for the reply , what kind of information should I give ? my question is if they don't have income what is their situation of the government ? and how can I find tax lawyer ?

Are you concerned that they should have filed a 2012 tax return, even though they did not have any income in 2012?

No , I'm talking about retun , all I want to know that do they have to announce that through a governmental agency or something else to be in legal situation ?

So you are asking if they need to file a tax return if they have no income? Also if this doesn't answer your question take a look at the IRS websites frequent questions.

Thanks for all , I guess no one could understand what i'm trying to say , my point is how my parents can show and announce that they don't have income in order to be in the safe side and get legal situation about the agencies related with taxes like Irs or any other governmental agency , does it make sense now ?

File a normal tax return showing no income. Depending on the situation even with zero income they might qualify for tax credits which cause their tax liability to go negative which would give them a refund.
