Some people shouldn't be allowed to have children. I understand that an accident can happen; but when something like this occurs twice, it is parental dereliction. Inasmuch as one would think the loss of the child would be enough punishment, apparently the girl didn't mean all that much to the mother if she continually failed to watch out for her..

CPS had given Mom a visit at an earlier time.

Whether this child drowned or had been hit by a car or was abducted - the crime here is that her child was out of the apartment without Mom noticing, THAT is the main problem.

Either the apartment was not secure; front door, balcony, garage etc. or perhaps Mom had not taught the daughter the importance of not wandering off - who knows. But, we are looking at Mom here and she should be punished for sure.

If people were thinking of the children, this type of thing would not happen. Instead of banning pools and pit bulls, let's ban stupid people from having children.
