Enterprise used to do this all the time, but they charged a premium for under 21 drivers. Check out Enterprise. If they can't do it, ask them who can.

We looked recently and were not able to find anyone. Do they still have that rent a clunker place?

I'm here to work with a visa J-1
I already call enterprise but they told me that they don't rent under 21, except if i'm a military....
Do you think I've better chance to find one if I go in their location instead of calling tem by phone ?

you must be 21, I doubt that they'll rent one out to you, since you dont reside in the US. But Hertz might help you out. I dont pay premium when I rent, because I have a business account with hertz.

On top of being under 21, you generally need to have a credit card in your name. Also drivers insurance and a drivers license. Do you have all those things here?
You might want to try the Greyhound Bus Transportation to get to Houston. Then you can rely on taxi cab service or public transportation while in Houston. It might end up being less expensive in the long run...but you will probably need to do a little planning ahead. Check into Houston's city bus transportation for their local bus lines and maps.
Bon chance!

I already check for greyhound + houston public transportation and the problem is greyhound: It's very long and the schedule for the bus is not interesting for going 2 days in Houston (you arrive at 2pm the first day and you have to take the bus at 3 pm the second day so you don't have a lot of time in houston...).
I have a question: What is a proof of insurance ?
Because I thought that if i rent a car i don't need insurance... I have some insurance with my french credit card ( if i pay with it) and i thought that i can take the insurance i don't have in the car rental. is that true ??
Thank you everybody for your help !!
And i'm sorry for my bad english ^^ But I'm here to improve it !

It's worth whatever the cost to not have to ride the bus into Houston. Public transportation is a joke there and the bus station is about the last place you wanna be without a guaranteed ride far away from there.
I remember seeing a Rent-a-Wreck in Austin but that was a long time ago. If it's still there you could get up to Austin pretty easy then drive to Houston, just call first and make sure you have all the proper documentation before leaving so you don't make a wasted trip.
