Actually, Maximus does (or at least did six or eight months ago) have a contract with the Health and Human Services.

I'm pretty sure Maximus was doing this while they were housed in the building I work, so I'm more certain it is them.

TX Department of Health and Human Service is correct. It is housing the Customer Call Center for the new TIERs program (Texas Integrated Eligibility Redesign System). It is the new web based software used to certify Foodstamps, Medicaid and TANF.
It has been a big mess, the software is glitchy and slow and it has wasted millions of tax payers dollars(of course this is my opinion, I do not speak for the HHSC ). We still are using the old DOS based software which is outdated yet much easier to use(never thought I would ever say that).

Maximus and Accenture are contractors for the state and probaly have offices there too.

Starting later this month, Some of the units from Army relocating under BRAC from Aberdeen Proving ground will be temporarily leasing this facility until their building will be ready at Fort Sam Houston. I have not been to the building, but guessing there will be perimeter security measures implemented soon.
