I can't speak to 'spectral visions" (ghosts) showing up at different places performing the same acts (it's usually in the vicinity of where the incident happened) but there is documented proof that "entities" (mostly bad) follow certain people from place to place. But this is related to "demons" and does not fit the template of what was originally presented here.
