I think keystone is an excellent school very focused on academic excellence.
Having visited smh, it looks like a nice school, but i have concerns about the culture of wealth that appears to be there. I'd consider myself upper middle class, and have those concerns, so there might be an even bigger culture shock for your brother.
I think harmony probably offers more than your average public high school- he may not be such an outlier there, but there are also some other really top-notch charter schools that are planning to open in SA as well, so keep an eye on these.(great hearts, basis, etc.)

ABOUT GREAT HEARTS ACADEMIES
Great Hearts Academies, a leading charter school management organization based in Arizona, recently submitted to the Texas State Board of Education a charter application to open network of classical, liberal arts charter schools in San Antonio, Texas.
GREAT HEARTS ACADEMIES - SAN ANTONIO If approved by the State Board of Education in November, Great Hearts Academies could, over the next several years, expand to open five or more tuition-free, classical K-12 schools located throughout San Antonio.
The first school would open in 2013 or 2014 and serve up to grades K-9, depending on demand, and would grow one grade level each year until it becomes a K-12 school. The location of each academy will be determined by parent interest and the availability of facilities. As with all charter schools, Great Hearts does not charge tuition and would be open to all students with admissions determined through a lottery process.

We need to be able to demonstrate that the families of San Antonio desire the tuition-free, open enrollment, classical, liberal arts education that Great Hearts can provide.
