At least you've picked a great city to live in; RC is very nice and very safe.

Most renters don't pay separately for water - it's usually bundled in with the rent.

I'm surprised/glad these apt complexes want the person's GROSS amt they make on their job, rather than the NET.

IME it depends. If it's a large, professionally managed complex they will usually charge separately for it simply because it allows them to advertise a lower monthly rent. My complex (200+ units) contracts with a third party company to handle the trash, water and sewage billing. The billing company charges $3.50/mo. per unit to do this so I assume the business model only work with larger complexes. With smaller buildings/complexes the cost per unit to bill and collect it is probably prohibitively high so they just bump the rent up by a set amount to cover those charges.

I had the same reaction when I moved out here in 2004.

I have zero experience with large complexes Dunbar42 - so I defer to you on those!

I'm more familiar with renting a house - or part of a big old house that's been divided into apartments. With a house, the water company generally wants to keep the account in the homeowners name - so in all my years of renting, I never once had the water in my name. It was always included in the rent, just like sewer. Trash on the other hand, I did pay for at times - if I was renting a house. If I was just renting an apartment, trash service was usually included in the rent.
