When I look at online resources, they say the Inland Empire includes San Bernardino County, but apparently that wasn't big enough, so they threw in Riverside County. So the two counties combined are comparable in size to five states put together. Looking at the map, the two counties extend all the way to the borders of Arizona & Nevada, and in fact Craigslist & city-data.com searches turn up stuff on Needles, CA categorized under the I.E.

But aside from exceptions like that, I take it when most people use "the Inland Empire", they are referring to the southwest corner (about 5000 square miles).

Or do people mean something different?
I thought the Inland Empire only applied to San Bernardino and Riverside counties.
