It has plenty of bad parts, but plenty of passable parts, and even some (gasp) nice parts.
The only place In San Bernardino County I've ever been to was Big Bear , CA. But never in the heart of San Bernardino where the gangs go wild like the wild wild west lol.

Los Angeles or San Bernardino ... Hmmm by area Los Angeles wins because it has better areas and its almost three times as large . South Central Los Angeles is not as bad as used to be , I think other areas have become worse.. I remember walking down there back in the day and getting harassed all the time when i was visit USC but not anymore , that was back in the 1990s after the riots , crime has gotten a lot better. But when you get down the worst areas i think its pretty much the same like highland park in Los Angeles or some parts of San Bernardino that i was told to stay away from during my first semester at Cal State San Bernardino (that was cut short after couple of weeks) but anyway. Los Angeles has "safe" areas while San Bernardino at best has "ok" or "border-line areas". If you were to include The Greater San Bernardino Area then it would be a fair match i think with Redlands , Lake Arrowhead , Yuciapa , Banning , Norco , Nicer Parts of Riverside Hawarden Hills area, or those cool spanish houses the Mt. Rubidox trail,
