We have been looking at grocery stores that feature the Galacial dispenser, but do not stock the bottles. Not available at big box stores. Any idea of a retail outlet that sells then in the PS area?

The Albertson's near Sunrise and Vista Chino has a large water dispenser, but I don't recall the brand. You may want to check there.

Is the tap water in Palm Springs that bad?

Nope. Actually, my family never used bottled water unless we were travelling. When my grandmother was alive, she lived in Bellflower. We would fill up empty milk gallons with water to take to her. When my sister-in-law would visit from LA, she was afraid to even taste the water. I would guess that most people in the Coachella Valley, who routinely buy bottled water, are probably transplanted who assume all tap water is undrinkable.
