The lease does say: (page 2 section 4)

The tenant has resided in the dwelling for less than one year (4 months now) and the current lease expires on 6/30/2014.

So? It's a blank document. Let me say this so maybe you will understand.

The rent which was paid during that lease period ENDS at the end of the lease period. Then a new lease is drawn up, and the landlord can charge whatever he or she desires in the new lease period. If you don't like it, negotiate. If you can't or won't, and would prefer complaining here than actually talking to your landlord, then go month-to-month or move, and then you'll find you paid a lot more than 2.8% in moving expenses.

2.8% is a TINY increase, and you should consider yourself lucky. Why you don't is anyone's guess. I'm done here.
