Ok so I'm very excited about this job. The lady found my resume on Monster.com and wanted a phone interview with me. So I did and went great. She asked me to come in and do a interview. I did went great. The interview went well past the 20 minute mark. I was the only one interviewed, she needed to hire people ASAP for this position she said. There office was lagging in posting the job on line. LOL... So she then said Thank you and HR would def be contacing me in a weeks time.

I'm confused I thought she would hire me, I didnt know they had to go threw HR department. She said she could not just hire me without HR looking it over. So what role does HR actually have.

In most companies HR will verify the information on your resume/application, such as references, previous employment and education, and that you meet the minimum requirements for the position. Then they will do any kind of background check required. Most of the time HR has nothing to do with the selection, but they can and will disqualify people based on their research. We compare minimum requirements to your resume before interviewing but do wait until after the selection to do the background check and verification. Takes too much time to do for all of the applicants being interviewed. If someone is found to have lied, or fails the background check, the offer is withdrawn, and we can either go to the next best applicant or start the whole process over and hope for better people to apply.
