I'm a grad student at UCR and I've been having lots of allergies here, and I think the air pollution is partly to blame. What are places in commuting distance of UCR (hopefully under 1 hour) that have clean air? I also need a place that has affordable (less than $1500 per month) non-moldy non-carpeted places to rent (I am allergic to dust mites and mold) and not much risk of forest fires (though I won't be here during the summer so I guess there could be fires then).

It will have to be within a few blocks of the beach or the air will not be good.

Good luck with that. It doesn't exist unless you live in the high desert Hesperia, Victorville or Apple Valley all located on the other side of the mountains. The air is considerably cleaner and dryer. The rents are cheaper and the distance is about an hours drive depending on traffic. It can be a horrible commute.
