i use to be a frequent visitor there but i didnt know they have a downtown. all that area to me is just Palm Springs and Cathedral City and other desert cities are just neighborhoods of Palm Springs.

i assume all the residents there just go shop and dine wherever they like w/o regard to location/jurisdiction

When the City of Palm Springs built "Smoke Tree Village" and "Smoke Tree Commons", I'm sure that siphoned off a lot of the business and revenue from the west side of Cathedral City.
