It is illegal. Better figure out a better way to sell it.
Yes, start with the gaming commission. That will be your first and last stop. A private party is not allowed to hold a raffle. The Government can, and under special circumstance, non profit organizations, such as a church, which is held for charity, can hold a raffle.
I'm thinking you will have a difficult time convincing the law that selling your house to feed your kids, will qualify as a charity..!. There have been people who tried that idea, and the outcome wasn't too pretty.

Default Raffeling a house

IN ARIZONA, APPARENTLY IT IS LEGAL IF IT IS DONE THROUGH A RECOGNIZED CHARITY. THE OWNERS GET THE APPRAISED VALUE OF THE HOUSE. I DON'T KNOW WHERE TO CHECK ON THE LEGALITY FOR CALIFORNIA OR OTHER STATES, BUT HERE IS A STORY I JUST SAW TODAY WHICH MIGHT BE HELPFUL TO YOU:

Toll Brothers Homes did this for a condo in Rancho Cucamonga last year, if I remember correctly. I'm not sure where the money went for this, but I know that they did it.

I don't think it's illegal to run a house competition if you structure it as a skill competition in the UK. I wouldn't bother contacting the Gambling Commission it's not their duty to give you any advice. If there's something wrong with your competition, they'll just tell you at the end and take you to court Apparently the way to do it is spot the ball - this site has lots of into for the UK:

Run a Competition | Win a House.

In the US I've read that you can't really do it without a charity. Not sure if the above works or not, maybe it does? There are lots of house raffles like this happening all the time: the charity runs the raffle and buys the property from the homeowner at the end at the appraisal value and keeps all the profits I think. I like the idea if you can find the right non-profit... Maybe the charities involved in these raffles can help:

Win a House Raffles - Win a House Raffles & Competitions - United States (http://winahouseraffles.com/raffles/united-states.html? - broken link)

Good luck!
