I think it's seasonal and it also depends on the winds. Winter and Spring are, IMO, the best time in the Inland Empire. This is when every so often rains clears the skies and dumps some snow on the mountains. The air is crisp and you can see for miles. During the Spring, the mountains are lush, and everything is growing. It's a pretty awesome site... maybe I'll chronicle it when that time comes.
During the Summer and early Fall it gets fairly hot out here and the air gets a bit more stagnant/dry or kicked up by the Santa Anas. The Summers are great swimming pool or a drive to the beach weather.
Very generally speaking, Southern Californians go up to the mountains during the winter to Ski, and go to the Beaches during the Summers to surf.

Yeah, I used to do that when I lived there.
However, I have only been to the IE one time,
if the air was like that year round I would be there in a heartbeat.
Oh and are those Prado Wetlands protected?
I sure hope so, they are beautiful

During the Winter and Spring, the air quality is generally good. During the Summer and early Fall is when the wind kicks up dirt, or when the air is more stagnant and smog settles into the San Bernardino and other Inland basins.
The Prado Wetlands is a pretty awesome sight, and I see it pretty much everyday on my commute to work  It's a man made protected area for both water management/filtration and wildlife preservation managed by the Orange County Water District (a result of the Prado Dam that prevents the OC from being flooded). Visitors have to make an appointment to get in.
Prado Wetlands
I'm hoping that it'll stay that way indefinitely (no development! - there's a flood inundation line that should prevent hapless development)... since it really adds to the natural beauty of hills, mountains, and wetlands in the region.

Does anyone have pictures of La Quinta or the area around it? I was doing some research on that area and it looks like a beautiful area from what I found on a google search. I am wondering if everything is still so green in the dry hot part of summer? I imagine they keep the golf courses very green. I have been away from Southern California for many many years and don't know the status of watering or watering bans.
