If you want cheap housing San Bernardino has that.
If you want anything else, it is not THERE--it is someplace else.

There is no correct answer. This is completely opinion, that's why everybody has different cities that they feel are the best and worse. If there was a correct answer, we would just do a mathematical equation and there would be no debate over the answer.
However, the best place to live, to me, is Rialto. It doesn't get much better than this.
(And no I'm not in ny way saying it has the lowest crime rate in the world or nothing bad has ever happened in Rialto, I'm saying it's the best.)

best cities in the county? rancho cucamunga, alta loma, redlands, chino hills. worst areas in the county? san bernardino city, by far. rialto next and then colton/fontana. in san bernardino the entire areas west of the 215 from mill street on up to highland avenue or the "west side". east of the 215 from just north of downtown to about 18th street just below highland avenue.

Apartment Info!! Mountainside Village Apartments San Bernardino
Are mountain village apartments in San Bernardino CA near CSUSB safe? I am planning to move here, and want to know if this area and place is safe? Thank you for any comments.

Surprised I'm not seeing Upland mentioned more. Driving through town on Mountain (on way to Baldy), it looks like a pretty nice burb to me. San Antonio Hgts has some really nice custom homes (too much $ for me, tho).
