Some residents in Milwaukee think their biggest suburb is Chicago which is 80 miles apart, where lived in the I.E. before Irvine I had to drive 90 miles to get to LA for work! so yes some people consider cities 90 miles outside a main city a suburb! Gotta escape that big city feel and traffic of LA ya know!

That area isn't necessarily the Inland Empire though. It may be Riverside, but that doesn't make San Bernardino cities like Barstow, Baker, and Victorville Inland Empire cities either.

Generally the ones located along either side of the 10 (I'd say, within 10 - 15 miles of it on the south side, up to the mountains on the north side of it).

It's pretty simple, look at a satellite photo of the Southland - the contiguous conurbation, and nearby "islands" separated from the main blob solely by terrain, is "the city" in question, forget artificial political boundaries and arbitrary lines on maps.

In some parts of the world the center city annexes all nearby "suburbs" over time.
