Ahhh, Temecula. I lived there for over a year, and the moved away after I met and married an Army guy a year ago, so my description of the place should be recent and relevant. Besides, I was also back in Temecula only a few days ago.

This thread is a few years old, but I'll give the info that I can, in order to help out anyone who wants more information.

Disclaimer:
The following is from my experience, so don't get into a huff if it's different from yours.

As far as the climate goes, yes it IS hotter in Temecula, in my opinion (I'm originally from Orange County). It was so hot that I was afraid to walk my dog because the concrete was "burning." As far as bugs go, because it is so hot, ants always come out in droves; there are ants everywhere, at least where I lived, and cleanliness had nothing to do with it, as my home was always spotless.

And the people...well, I don't know how to describe them in a way that wouldn't offend other people, so I'll share a personal story with you instead:

My husband and I were walking from a Target store parking lot into the store, when we suddenly heard a really loud honking noise from only a few cars away, like it was from a train or something, we both jumped but figured that it was probably from further away, and walked on.

Then after we got on to the curb and started walking, that sound came back and this time it was RIGHT BESIDE US, making us both jumped. We turned to look and it was this annoying truck (those F250 types that bros and bro-hos like to drive) that had been modified with extra-large tires, and a new horn. The driver had been following US specifically.

The driver laughed at us like it was so hysterical, and he looked so obnoxious, too. DH and I were annoyed but whatever. As the car pulled off, a female voice yelled out at me, "***** *****, GO BACK TO WHERE YOU CAME FROM!"

They had to wait until they were driving off in order to yell that out from inside of a truck? Cowards.
I was more pissed off that they creeped up behind us with their truck to honk loudly like that.

In my experience, the people are largely under-educated, there is a very high tolerance for ignorance, and I remember being constantly on edge and kept on looking over my shoulder everywhere I went, for the entire nearly-two-years that I was living in Temecula. There is not much culture there (as far as art, music, mind-opening opportunities go), unless you count driving around in modified F-150s/F-250s on a weekend night, harassing those who look different from you, to be a "cultural activity."

Rare pic of snow in Fontana, Jan 12, 2007:
