It's perfectly safe.

Drive South on the 5. or the 15. or the 805. they all go to the same place.

You'll see signs for the last US exit, there's a bazillion pay lots to park in.

Walk around Revolucion, there's a bazillion clubs/restaurants/bars

As far as "what you can actually do"? don't expect to "do" anything you wouldn't do here.

Avenida Revolution is the main tourist strip. You can take a short cab ride there or walk there. Once you cross the border, turn right and there is a pedestrian way with shops that will lead you to Revolution.

Don't expect to be impressed with much. Basically you can shop for cheap stuff, eat, drink, gamble, strip clubs, etc.. Nothing amazing but just cheap, trashy stuff.

Been a long time since I went there but I used to do a lot more stuff than go to Revolucion. Some of these include:

- go to the horse races at Caliente
- get a burrito and beer at Bol Corona
- visit the Tijuana cultural center and the IMAX theater
- go shopping at the shopping center by the cultural center
- eat a late night dinner at Carnitas Uruapan

I take the trolley to the border, and walk across with everyone else. I go over every couple of months, and have never had a problem. I do what I need to do there, eat some street tacos, and come back across the border. I don't drive across, and don't need to. If you don't want to walk or drive across the border, you can take a red Mexicoach bus. I think it's now $8.00 one way, and it drops you off at the Greyhound station downtown on Avenida Revolucion. You can buy as many cheap souvenirs as you like from any shop you choose.

Oh, man, Carnitas Uruapan is one of my favorite places in the WHOLE WORLD. My parents used to take us down to TJ to do monthly grocery shopping back in the 70s, and we would eat there all the time. I was just there a few months ago and it's still amazing!

Check out the wax museum, too.
