Don't take offense to it, the OP asked about everything, neighborhood and a place to raise kids.
Those same bilingual (read ESL students) are the ones dragging down a lot of schools near the border. Think NCLB or whatever it's been rebranded as.
The person responding to the OP was being honest and they are absolutely correct.
