Default Advice Needed on Low Tax Rate Master Planned Communities in SD

We've been looking at various master planned family communities like Del Sur, 4S, and La Costa Greens, but the Mello-Roos and HOA fees seem to be off the charts in all. I really need advice on a good family MPC in SD County that's either sans Mello-Roos and heavy HOA fees, or light.

I'm not prepared to shell out $1500/month for taxes and related costs.

Go to older communities in 92127/92128.

Camino Bernardo
High Country West
Morning Creek (Sabre Springs)
Bernardo Pointe

All are very nice and all are right around the 1% tax rate with low HOA.
