Default vacation ....traffic question

We are traveling from San Diego to Redondo Beach on a Monday afternoon.
What is the worst time for traffic, or is it an all day thing?

The key will be the time of day at which you reach northern Orange County, and that needs to be before 2 p.m. Therefore you need to leave San Diego by 12:30. I believe the 405 has a car pool lane so that should be a help to you once you reach the congested areas.
