Thinking about Santa Barbara vacation last week in December. What is the weather like during late December? Is the downtown area safe? If not December, what is the best time to visit?

Have you tried another forum for California? San Diego is pretty far from Santa Barbara....maybe the Ventura County forum as it is closer to SB County.
In short, Santa Barbara is extremely safe in and around the downtown for the many times I have gone up there from San Diego.
Weather in December should be chilly by local standards (low to mid 60s during the day and low 50s sometimes in the 40s at night) but fairly mild by any measure. Rain can be hit or miss, but probably miss. Jan- March is when the rains can kick in.

At any rate, the weather is good throughout the year. No time's a bad time, but rain is definitely possible from November to March.
