Without a roommate, you'll be needing to go further south . . . to Tijuana. Maybe you can afford some studios. Safest/nicest isn't going to match cheapest very well in that price range.

If you do come here without a job, make sure that you have a very large savings to hold you until/if you get one. Homeland Security is Federal Government, and very hard to get into. I have Federal reinstatement status, and after two years haven't gotten any offers yet. Probation is county, and they're not hiring, they have a freeze on. There are lots of budget cuts here, so you may want to reconsider.
