Yeah, this is a big issue in San Diego County. According to the latest 2011 CA DOJ Data Active LTC Report, there are only 716 civilians out of the total 2,371,145 adult residents who have an active License to Carry in San Diego County. Compare that to Fresno, with 3,469 civilian LTCs with a total of 652,943 residents, or Kern's 3,798 for 585,550.

And if you research the issue, particularly Peruta v. San Diego, you will find that the criteria for who is actually issued a license is questionable. It appears that being a member of the San Diego County Honorary Deputy Sheriff's Association will help you get a license even if you are not a business owner or victim of documented threats. Some might think, "Hey, I'm all for supporting law enforcement anyway, so where where do I sign up?" However, the HDSA is an exclusive organization with membership limited to 1000, and you must be sponsored in. I have nothing against the HDSA, but sometimes I wonder if there is any correlation between the 1000 HDSA members and only 716 active LTCs in San Diego County.

Forgive my ignorance, but are CCW permits in CA valid statewide? (can they be issued in one location and valid/recognized everywhere?)

As did I. I asked questions, you replied. You asked questions, I replied.

I have a theory as to why we see guns killing more people the owner knows than criminals.

I think it's because most of us don't live in areas where we would need a gun to stop criminals frequently.

So while a gun may be useful once in a lifetime to deter a criminal, it can be accidentally discharged and hurt someone we know much more often.

I don't know how you prove this theory, so I'm just going to call it speculation.

Yes, it is valid statewide. If you are thinking that you can just apply for a license where you may be more likely to be issued a permit, you may need to establish proof of residency in that county.

I have been looking into this. It appears that you must have a persuasive reason to carry. I think that it will go back to court shortly after it's issued for clarification.
