Yes. There are many nice areas that will fit to your budget, however, first you want to know your workplace then the house you want to live at. Trust me, you don't want to commute far to get to home-work. Traffic here is bad no matter what people may tell you and it is slowly' getting worse. Take this from someone who used to commute from South Bay San Diego to La Jolla Area (45+ minutes every day one way). I ended up moving near work (literally 6 mins away) to keep my sanity. Public transportation is definitely not good unless you use the Coaster, but the bus services are just unreliable. My 2 cents. Good luck!

A tad late to the thread. But in all honesty....move to Eastlake Chula Vista and don't look back. It has everything you are looking for and more. Do not let the "Chula Vista" part scare you...it is a completely different world east of the 805. In my opinion it is the best kept secret in all of San Diego.

Encinitas has the kind of downtown you're describing, but it's kind of pricey.
