Where does the below rule talk about being in front of someone's home?

Why not simply accept that you broke the above law ... and pay the fine?

Thats what I have heard also. Since the law was applied inequitably (many other vehicles violating the same ordinance) it will probably not phase them. Here in California the game is punish the consumer. Illegal action backed by the force of law. Facism.

This is small potatoes compared to the prison system here.

AA, was there a lesson to be learned from this?

Sounds like an awful lot of time to spend to a group of people that will only tell you that you broke the law anway. Obviously thats your call, if doing it out of principle makes you feel better. Maybe you will teach them something they havent heard?
