For $2500 you can get a nice townhouse in UTC near the mall or a house in central UTC. It's always been safe there and lots of families. However, you have to consider lots of students living nearby (but also phD students with families) something like this:

Traffic isn't as bad going south from my experience. It's usually going up north towards UCSD right where the 163 and 805 meet. If you live north, you will be driving against traffic usually,

In all honesty, I wouldn't recommend the Stratton, Balboa Arms or the Chateau apts. I've lived in the Genesee Colony apts for over 14 years. Its well over time for me to move. The Chateau apts are Mission Bay gang and part of Looney Mob gang. They go over to the Stratton apts and have it out atleast once a month with whats left of the Clairemont gang. They also involve the Chateau apts for recruiting the younger kids. I'm very deeply involved with the gang unit (SDPD) trying to get the kids out of the gangs. Being an ex gang member trying to educate the younger ones. If you can afford the amount you listed, I would recommend La Jolla. Every place has problems. But the clientel is a whole lot nicer and respectful.

With a budget of $2500 you have a lot of options and would not have to get on the freeway. As mentioned, La Jolla and UTC would be good places to search and may feel more secure for you.
