Hello: I should have posted this earlier, but kept on researching and still unable to find good answers online.
I am a Vet, and will be working in Point Loma (SPAWAR) - tech job.

We have a 4 yr old getting ready to start school in less than a year.

We need some good advise on decent, livable areas with-in approx an hour's drive of Point Loma where schools are good, and there are some family activities to do. Not to mention - should safe (low crime) and fairly decent area. If you advise areas, I will appreciate some good apartment complexes (if you happen to know).

Around $2000, but flexible to go up for rent. At least a 2Bed/2BA. Consideration points: a) Good public school district (elementary for now , and b) <hr drive to Point Loma.

Well if you are willing to have that long of a commute you could come to Cardiff. Great public schools here and an awesome coastal community. 2k is about the minimum you will need to find a 2/2 here though

Encinitas in North to Torrey Hills in South <-- is what I have also shortlisted. With-in that area, which are is more desired (school and traffic being important) places, and any recommendations on Apt communities?

Encinitas to Spawar in Point Loma is about an hour commute (door-to-door) under ideal morning driving conditions. If there's an accident, your commute time could be much longer. That drive will get old real fast. There's too much to do in San Diego to spend 2-3hrs a day in the drivers seat of your car.

For a $2k+ budget and a 2/2 apt requirement, you should be able to find something in the La Jolla area. La Jolla has excellent schools and your drive time would be less than half the drive to Encinitas.

It depends on if you're working at the Old Town campus or at the tip of Point Loma. The drive in the morning really isn't bad, there's rarely traffic going South once you pass Manchester in Encinitas. You could be looking at about 30-40 minutes. Coming home can be worse, but if you can leave work by 4, it's not overwhelming, about an hour. For a family, it's tough to beat the Encinitas lifestyle/schools.
