Crime like theft can be directly related to poverty. Crime with violence? Not so much. That is straight up 100% culture here in SD.

Leaving race out it, the reason why San Diego is safe is because the ghetto culture that exists in so many American cities is virtually non-existent in San Diego. The majority of San Diego is upscale. Every city has its affluent areas and poor areas, but in San Diego's case it seems like the whole entire metro is one large upscale wealthy community with little to no poor/ghetto areas.
