DMV doesn't always check all of the VIN numbers, but they seem to be more diligent with cars that are popular targets of auto thieves. My son registered a 94 Camaro when he moved here from Nevada, he had replaced one of the doors. The DMV inspector caught the different vin and made him go to CHP. CHP okayed it with no problem, but it took 3 weeks to get an appointment for them to look at it.

Most Smog people know this, so instead of risking lose their Smog License they will come up with a phony excuse not to smog the car. The State does send out agents to act like customer, so Smog Tech have to be extra careful whose car they smog.
This is also true with Toyotas, especially Camrys & Corollas

Did this once or twice while living in SD, & it's legal. Given the can of worms that it is, it might be the only way for OP to recover their money. Put it on craigslist & learn from the experience.

Well, it was a Convertible M3 so I'd think that would be a target? I guess not.

My brother sold his Mustang to a man here on vacation from New Zealand and he sent back a picture with the car in Auckland...

A person doesn't even need a driver's license to have a car in their name... like a New Yorker I know... he owns a Lincoln Town Car and hasn't had a license in decades... he does have a butler/chauffeur.

Two of my co-workers have been trying for months to get Craigslist cars they bought into their names... both cars were around $1500.

One had a salvage title and she didn't know what that meant... she had to have brake, light and smog inspections and paid like $700 in fees to the DMV and thought she was done... apparently there was a glitch on title and the DMV sent back her paperwork... she needs to find the seller or bond the car...

All this for a $1500 2001 Civic!
