A very good friend of mine/former co-worker is moving to San Diego. As a former resident, he asked my opinion on where he should look. After learning more about what he was after, I didn't have a good answer.

Single guy in his early 30's. 1.3-1.7 budget. Loves the aesthetic of the neighborhood (SL), values security more than your average single guy (growing up in the Bronx will do that to a fella heh) and he loves the mountains/hills. He also appreciates the temperature increase of the slightly inland areas, as pool "lifestyle" is his down-time "thing."

What he doesn't love is the fact that I told him realistically, it'll take AT LEAST 40 minutes to get to Little Italy/Pacific Beach for weekend partying festivities. He was hoping he could look at a place more like 20 minutes away from the "happenings."

If such a place exists I don't know about it. Do you?

PS: I already told him he'd be slightly out of place in SL as a single guy (probably less so than Crosby but still, out of place.) He doesn't care.

Is this the La Playa neighborhood of Tijuana?

Maybe it is young and hip. But there are probably young and hip neighborhoods that are still in San Diego, and it would save you the issues of crossing the border every day.
