Anyone know how to find a city lot left over after demolishing a house, with existing electricity, water & sewer hookups?

A realtor would probably be your best bet for finding this type of lot. You can also search for lots on sites like Zillow.com.

I'd suggest that you contact the SD County Planning Department first to get all of the information on permits and zoning in the areas where you will be looking. My strong suspicion is that you'll find it easier to do this in the unincorporated areas of the County rather than any of the cities or town.

Are you thinking of building on a lot? I concur with Rosie for the most part. But zoning changes from place to place. Lots of redtape I would assume.

There are lots around San Diego County that have had teardowns and there are also lots that already have utilities available at the site......biggest hurdle is finding one that will allow a double wide to be put on them. The more rural you go, the better your options will be.

It's a type of mobile home (trailer), with a width > 20 feet.
